Justin Kelly has successfully qualified as a CIAT Registered Principal Designer (PD) for both non Higher Risk Buildings (HRB’s) and HRB’s.
Being assessed against the CIAT Competency Framework Justin was involved in the CIAT Principal Designer Steering Group and Pilot that led to the inception of the CIAT PD Register.
Following this success Justin has (as part of a panel) been appointed as an assessor on behalf of CIAT to undertaken peer to peer reviews of future applications to the CIAT PD Register. A process that involves a portfolio technical assessment against the CIAT Competency Framework and Professional Review Interview.
Launched on 1st May 2024, inclusion on CIAT’s Register means that the competence of registered Chartered Architectural Technologist has been verified, providing an assurance of their capability to undertake the role of Principal Designer as outlined under the Building Regulations etc. (Amendment) (England) Regulations 2023.

Justin is currently the Chair of the AT Awards for Excellence in Architectural Technology and both a MCIAT assessor (Professional assessment to qualify as a Chartered Architectural Technologist) and FCIAT assessor (Fellow Membership). The Fellow Membership complements the CIAT professional qualification and acknowledges significant contribution to and/or excellence in Architectural Technology.
He has strong knowledge of current and forthcoming legislative and regulatory frameworks and has been involved in various discussion groups over the past two years reviewing the implications of the Building Safety Act and Principal Designer role within the industry.
